The Indiana Retired Teachers Association Foundation offers scholarships to assist future teachers and to encourage quality education in Indiana. The competitive scholarship program produces only eight winners, one from each of the Indiana Retired Teachers Association's geographic areas. The 2011 winners received $3,000 to put toward their education. The scholarships are awarded during the Indiana Retired Teachers Association's annual Representative Assembly in May.
The scholarships are available to Indiana college or university education majors who are the sons/daughters, grandsons/granddaughters, legal dependents or spouses of active, retired or deceased educators.
APPLICATIONS MUST BE RECEIVED BY THE INDIANA RETIRED TEACHERS ASSOCIATION OFFICE BY JANUARY 31, 2012.

Indiana retired teachers to receive 13th check on September 1
The Indiana Retired Teachers Association reminds all retired teachers who retired before December 31, 2010, that they will receive a 13th check in addition to their regular pension check on September 1, 2011. The 2011 Indiana General Assembly passed HB 1001 which included an amendment which secures the payment to retired teachers. The amendment to the budget bill was originally presented by Sen. Vaneta Becker (R-Evansville). Sen. Becker said, “You deserve this payment, and I was glad to help. I appreciate your many years of service and teaching the children of the State of Indiana.”
Bob Kraft, President of the Indiana Retired Teachers Association, praised the efforts of the association’s 35,000 members. “Without the support of our members, we would not have received this payment from the legislature.” The Indiana Retired Teachers Association was founded in 1950 as a nonprofit association to protect the Indiana Teacher Retirement Fund. Meeting Schedule, Membership, and Volunteering
Meetings
Our first of four yearly meetings will be Saturday, August 20th, 2011 at Biaggi's Ristorante Italiano, 4010 West Jefferson Blvd. at Jefferson Pointe. We will meet at 11:00 AM. Please send an email or phone reservation at least one week before each meeting to: Mary Jo Purvis or call 493-4263.

The High Cost of Low Teacher Salaries
The following article appeared on the NY Times Editorial Page on April 30, 2011. It's titled, The High Cost of Low Teacher Salaries.
WHEN we don’t get the results we want in our military endeavors, we don’t blame the soldiers. We don’t say, “It’s these lazy soldiers and their bloated benefits plans! That’s why we haven’t done better in Afghanistan!” No, if the results aren’t there, we blame the planners. We blame the generals, the secretary of defense, the Joint Chiefs of Staff. No one contemplates blaming the men and women fighting every day in the trenches for little pay and scant recognition.CLICK HERE to read the entire article.
And yet in education we do just that. When we don’t like the way our students score on international standardized tests, we blame the teachers. When we don’t like the way particular schools perform, we blame the teachers and restrict their resources.

Budget Bill Passes with Amendment 21 -- a One Time Payment (13th Check)
The Indiana General Assembly adjourned on Friday, April 29, after approving the budget for 2011-2013. Amendment 21 was included, which secures a one-time payment (13th check) for retired teachers. The amendment to the budget bill was originally presented by Sen. Vaneta Becker (R-Evansville). After an eloquent presentation, the full Senate voted 49-0 to approve the amendment. Sen. Lindel Hume (D-Princeton) also spoke in favor of Amendment 21. Sen. Tom Wyss was not able to vote on the amendment because of his excused absence.
After the vote, Sen. Vaneta Becker said to retired teachers and retired public workers, “You deserve this payment, and I was glad to help. I appreciate your many years of service and teaching the children of the State of Indiana.”

Provision to Reduce the Unfunded Liability of the Teacher Retirement Fund
The provision added by Sen. Luke Kenley (R-Noblesville) was also included. This addition would pay down the $11 billion in unfunded teacher pension liabilities the state faces. The provision provides that one half of any surplus over 10% would apply to the unfunded liability of the Teacher Retirement Fund through the Pension Stabilization Fund.

Sen. Kenley was quoted in the Indianapolis Star as follows, "If we begin to pay that down now with today's dollars, that will have an enormous beneficial impact for all the budgets to be done for the next 25 years."

I am very happy to say that we have had several members volunteer for many positions. We have five positions that still need to be filled to complete AREA’s slate of officers. Please take your turn.
All members have engaged in teaching and organizing plans. Working in an office or committee is a lot easier. Basically, the person in any position sets up their own methods. There are a few requirements from IRTA but nothing life threatening.

AREA needs your help! Our next meeting is March 24, 2011 at Chops Steak Seafood at 6421 Jefferson Blvd. Fort Wayne, IN at 11:00. Please send your reservations to mpurvis1@frontier.net or call 493-4263. MaryJo will need these by March 16, 2011 in order to confirm the reservations for the restaurant.
I am going to propose to the members attending we take ½ of the meal cost ($6.00) out of our treasury for the last meeting of the year June 1, 2011. This proposal will need a motion, vote and second. The members approval of the motion will encourage members to attend the meeting at Lutheran Life Villages at a bargain price. By attending the meeting, members will vote on the slate of officers. Please come and help make the decisions.
One of the purposes of the March 24 meeting is to present and approve the slate of officer. I know all retired educators have succeeded in teaching children. You were their leader! I know any one of the members in AREA is capable of accepting any office or committee position in AREA. In addition, many retired educators are involved in more organizations, continue to work, travel, and enjoy family and the list goes on but AREA needs your help! It is time for you to say yes, I will help AREA. The purpose of AREA is to provide fellowship, volunteer for others, work with legislators to acquire a COLA or one time check and to work for more benefits for retired educators. Please realize that all retired educators are in the same boat. In taking the first step to accept an office or chair a committee, you will learn a great deal about Indiana Retired Teachers Association. As your President, I have acquired more knowledge about the legislative process and politics than I ever knew in the past. Remember the saying, “You are never to old to learn” -- it holds true with positions for AREA. I have met many great-retired educators.
I know I have harped on the election of officers many times but I need to fill the slate of officers to be voted on at the June 1 meeting. I am not able to call each one of you personally to ask if you would take a position. The positions that I have not filled at this point are as follows:

Since our last Legislative Bulletin, the Indiana Retired Teachers Association has made contact with the offices of all nine U.S. Representatives and both U.S. Senators from Indiana. U.S. Senator Richard Lugar made a formal inquiry to the Internal Revenue Service about this issue. The IRS has now issued a statement on this matter. I will continue to pursue this issue on behalf of Indiana retired teachers.
HB 1176 COLA/One Time Payment Bill. Author: Rep. Woody Burton Coauthors: Rep. David Niezgodski., Rep. Suzanne Crouch, Rep. William Crawford. On February 8, 2011, the bill passed out of the House Employment, Pensions and Labor Committee with a vote of 10-0. President Nancy Tolson and Executive Director Andy Thomas testified that: 1) the COLA/One Time Payment comes from the pension fund, not the general fund, 2) there is an assumed 1% COLA by the Teacher Retirement Fund, 3) the cost of living is rising, and 4) the expiration of the Making Work Pay federal tax credit has caused some retired teachers to receive smaller monthly pension checks. On February 8, 2011 the bill was referred to the House Ways and Means Committee. After two hearings, the House Ways and Means Committee amended HB 1176 to include only the one time payment for the same reason of the state deficit that the bill was amended in the past 2 years. On February 21 and 22, since the Indiana House did not have a quorum, HB 1176 died. Our bill’s primary author, Rep. Woody Burton, gave a great speech on the House floor about the need for a cost of living payment. I am working every day with Rep. Burton to amend our language into another bill. This same procedural problem occurred two years ago and we were able to put our language in another bill. This is a very difficult challenge, but we are doing everything we can. SB 524 Defined Contribution Study Committee. Author: Sen. Greg Walker. This bill would create a study committee to review this issue of requiring a Mandatory Defined Contribution Pension for all newly hired teachers and public employees after the Indiana General Assembly adjourns this session. This would at least DELAY the issue giving both sides appropriate amounts of time to study all the issues. This bill was amended in the Senate Pensions Committee to provide that new state employees may VOLUNTARILY sign up for a defined contribution plan. We must watch this bill closely. HB 1001 State Budget Bill. Author: Rep. Jeff Espich. This bill sets the budget for the state of Indiana. Retired teachers are mentioned on page 86 of the current version, which will receive many new amendments as the session proceeds. The bill dedicates $65 million to cover post retirement pension increases and $660 million to cover the Teachers’ Retirement Fund Distribution for budget year 2011. SB 39 Tax Structure Study. Authors: Sen. Sue Landske, Sen. Tom Mrvan, Sen. Brent Steele, Sen. Vaneta Becker. Sponsors: Rep. Ed Clere, Rep. Eric Koch, Rep. Woody Burton, Rep. Clyde Kersey. This bill requires the commission on state tax and financing policy to study how the Indiana income tax structure, including existing and potentially new income tax credits and deductions, may influence a senior’s decision on residency in Indiana after retirement. On January 27, 2011 the bill passed out of the Appropriations committee with an 11-0 vote. On February 3, 2011 the bill passed out of the Senate with a vote of 48-0. HB 1356 Military Pension and $500 Minimum Monthly Pension Bill. Author: Clyde Kersey. This bill would allow up to six years of service credit in the teacher retirement fund for a member's past active duty military service. Also provides that the pension portion of the monthly benefit payable to a member of the TRF who retired before January 1, 1979, and has at least 20 years of creditable service may not be less than $500. This bill did not get set for a committee hearing, so it died.

SB 549 Combines PERF and TRF Boards. Author: Sen. Phil Boots, Coauthors: Sen. Jim Buck, Sen. Greg Walker. Sen. Mike Young. This bill combines the PERF and TRF Boards with the objective of saving money for each retirement fund. Some experts estimate that over $50 million a year could be saved by combining stockbrokers of the funds. On February 7, 2011 the bill was read a second time and amended by Sen. Phil Boots. SB 12 PERF and TRF Administrative Matters. Authors: Sen. Phil Boots, Sen. Karen Tallian, Sen. Jim Buck, Sen. Dennis Kruse, Sen. Lonnie Randolph. Sponsors: Rep. Suzanne Crouch, Rep. David Niezgodski. Removes a provision requiring the teachers' retirement fund (TRF) to maintain separate accounts for each employer within the retirement allowance account of the 1996 account. Permits a member of the public employees' retirement fund (PERF) or TRF who is eligible for an early retirement to withdraw the member's annuity savings account without applying for a retirement benefit. Please let your legislators know you OPPOSE a mandatory defined contribution bill for newly hired teachers. 3. Bill deadlines are quickly approaching. Senate bills had to pass to the House by February 23, 2011. House bills must pass to the Senate by February 25, 2011. Federal Tax Credit Update

Volunteering: Totals and Tips
AREA 2011
Check out the Indiana General Assembly Web Site for information about the current legislative session.
IDEAS FOR VOLUNTEERING THAT COUNT!
Youth Services and Education (Family members not eligible): Tutoring, classroom volunteering, ‘Read Across America” or similar programs, Scouts, 4-H, Sports teams, Church youth groups or classes, Big Brothers, Big Sisters, Babysitting (other than family). Etc.
Community Groups for Adults: Kiwanis, Lions, VFW, YWCA, or Public Radio or TV, Food pantries, Parks or recreation departments, etc.
Service to Adults (other than Family): Shopping, Transportation, ASRP, State or county Retired Teachers Associations, Driver training, Federation of Older Hoosiers, Helping a neighbor, any helping you do that isn’t for family or that you get paid for, etc.
Church: Boards or commissions, Adult Bible or Sunday School, Mission work, Fund drives, rummage sales, etc.
Travel: You may count travel time to and from volunteering. For mission etc. trips, count travel time and the time you are actively volunteering or monitoring. Use your own judgment!!!
IT IS VERY IMPORTANT TO KEEP TRACK OF YOUR VOLUNTEER HOURS AND TO REPORT THEM.
The team uses these hours when it approaches the legislature on behalf of retired teachers. That helps get us the Cola and/or the 13th check!!!
AREA is the oldest and the largest group of retired teachers in the state of Indiana.
Use an extra calendar to keep track of your volunteering.

President Nate Schnellenberger and Executive Director Dr. Brenda Pike attended Gov. Daniels' State of the State speech last night at the Statehouse. After the speech, Nate made himself available and spoke with numerous members of the statewide media in response to the governor’s proposals on education.
This morning, Nate met privately with Gov. Daniels to discuss the governor's education agenda in greater detail. During that meeting, both sides were respectful of each other’s positions.
Both the governor and Nate agreed to work toward common ground, fully understanding that will be differences between them during this legislative session.
Gov. Daniels agreed to make himself available for future conversations with ISTA.
As for the legislature itself, Nate and your ISTA lobbying team have met with the leaders of all four legislative caucuses and the chairmen of the various relevant committees as well as with many other legislators to strengthen relationships and to communicate ISTA’s positions on various issues for the current session.
As of now, the major education reform bills have not been processed nor made publicly available. Obviously, details on these to follow.
Later today the Senate Education Committee will meet and the notable proposal scheduled for hearing is Senate Bill 171 concerning school calendar start date, prohibiting schools starting before Labor Day.
